Description: Maybe it's asking a bit much - an ID based on so little info and flowers still in bud, but I hoped that the detail in the bracts might help. Creeping / sprawling shrub.

Description: Was very difficult to get a photo of the growth style of this species because they are always under the canopy of another species. The soil was to hard to dig into and in a fragile habitat like this I did not want to cause damage. I believe it must have a root stock because it is not a succulent shrub and the few stems above ground are fragile, also it is growing in summer, the area where it is growing did not receive any rain since September last year.
